Can an IT service provider provide data center outsourcing services without owning a DC? If so, where do they train their staff?

Yes, they can. This helps them to go to market with their own brand and most of them do it by partnering with DC providers. They could be white labeling multiple DCs for the same deal.  For example, in India, TCS could be providing  DC services by providing hosting from Netmagic, Reliance or Sify. Market is full of people with DC skills.
